Revocation of volunteer projectionist’s screening qualification triggers controversy

Luo Yanzong, a farmer in the city of Qinzhou, Guangxi Zhuang Autonomous Region, has screened films free of charge for the past 10 years. But recently, local authorities informed Luo that his qualification to show films had been revoked, which triggered hot debate online.

In 2007, Luo, a film lover, bought a second-hand film projector for 500 RMB. In order to allow his fellow farmers to enjoy movies, he has travelled around villages surrounding the city to show free films ever since. In one decade, he showed about 2,000 films. His cinematic offerings were warmly received by local farmers, and they also won recognition from local authorities.

On Dec. 26, 2016, officials with the Administration of Culture, Sports, Broadcasting and Television of Qinbei district told Luo that his qualification had been revoked. They said if he continued to show films, he would be held accountable. According to the administration, China’s Regulations on the Administration of Films requires public projectionists like Luo to apply for a permit to show films. Screening venues must also be up to code.

"Many people believe doing good deeds should be encouraged. But showing films is an act of public cultural dissemination. If one wants to do it for a long time, the qualification is a prerequisite," explained Song Weicai, an associate professor at Beijing Normal University.

On Jan. 6, the administration told Beijing News that they have communicated with Luo, and will provide assistance to him during the application process for the permit. Luo confirmed that he will apply for the permit and undergo training.
