Six children and one adult adopted by "benevolent mother" Yuan Lihai died in a fire on January 4 and others have been installed in a safe place on January 5.
Wu Changsheng, deputy county chief of Lankao, said that Yuan is not qualified to adopt abandoned children according to the Adoption Law, but she got acquiescence because it is a behavior caring about the vulnerable group and bearing social responsibility.
Considering Yuan's actual economic condition and the needs of these children, the local civil affairs department had handled procedures for 20 children receiving minimum living allowance.
Wu acknowledged that relevant department’s lack of supervision is the direct cause of the tragedy.
The relevant departments also need to investigate some other families privately adopting abandoned children about whether they have legal procedures and safe living environment.
Wu said that they will clear up various security loopholes existed in the county, crack down on unlicensed adoptions and construct social welfare centers at any cost in 2013 to ensure that all orphans can be adopted in Lankao.
