In 2009, Guizhou Provincial Drug Control Commission, together with the drug control department of Yunyan District, Guiyang City and that of Qingzhen City, conducted repeated studies and decided to learn from the practices of Duyun City with the governments of the above district / city as the main actor, under the assistance of the Provincial Drug Control Commission. By renting factory buildings in the community concentrated with drug users and introducing production projects, and organizing the people under treatment in the community together for resettlement and employment as well as for drug rehabilitation, the practice facilitated the concentrated management and provision of methadone maintenance treatment therapy and other services by the drug control departments. Through these efforts, the two places set up “Yunyan District Electronic Processing Plant” in March, 2011 and “Qingzhen City Sunshine Home” in May, 2011 respectively, resettling more than 100 people recovered from treatment in the first batch. Meanwhile, Fenggang County, Zunyi City established the “Sunshine Employment Assistance Center” in March 2011. This is the first batch of enterprises for concentrated resettlement of people under drug rehabilitation treatment under the name of “Sunshine” in Guizhou Province and received a total of more than 160 people for employment at that time.
The “Sunshine Project” in Guizhou Province innovated in the anti-drug management modes by combining with its actual situation and supplementing the “employment” factor to the three-in-one anti-drug mode of “physical rehabilitation, psychological recovery, and integration into society”. Employment is the foundation for people’s livelihood, especially for people recovered from drug rehabilitation treatment. It gives them the opportunity to have something to do, to have a steady income, and thus get the recognition from the society and family, regain hope and confidence, and really achieve integration into the community.
As of August 31, 2012, Guizhou Province has received a total of 42 people / times of visits from 18 provinces/ cities/ districts for inspecting the “Sunshine Project”. Beijing University, Tsinghua University, Central Compilation and Translation Bureau, China University of Political Science and Law, China Pudong Cadre School of Management, and various universities, social research institutes, academic organizations and other institutions in the province carried out in-depth investigation and research on the construction of the “Sunshine Project”. National media including People's Daily, Xinhua News Agency, CCTV News channel, People's Daily, Legal Daily, Guangming Daily, China Police Daily, China Daily, Netease, Sohu, Baidu, and provincial media including Guizhou Daily, Guizhou TV, Fazhi Shenghuo, etc. gave a full coverage of the construction of the “Sunshine Project”. In particular, in May 2012, People's Daily and People’s Daily Online organized huge interview groups to carry out in-depth interviews in Guizhou Province. During the “June 26” period in 2012, People’s Daily Online launched the special column of “Sunshine shines on the returning road” to promote the publicity work of the construction of the “Sunshine Project” to a new climax, receiving more than 5,000 reviews from netizens and a throng of favored comments. It can be rated as the milestone in the publicity tasks of drug prevention in Guizhou Province in view of its far-reaching influences. At the same time, the experience of Guizhou Province in constructing the "Sunshine Project" has also been translated into English, French, Spanish and other foreign languages, published in the newspaper including China Daily, China Today, etc. and caused international responses. The “Sunshine Project” of Guizhou Province thus became fully known to the public.
After many years of practices throughout the province, today this new approach for community-based treatment and rehabilitation in Guizhou province which centers on employment and resettlement, with “Sunshine enterprises” as the carrier, integrating the four aspects of “physical rehabilitation”, “psychological recovery”, “employment and settlement”, and “integration into the society”, has become the soul of the “Sunshine Project” in the province as well as the home and hope for many more people recovered from drug rehabilitation treatment across the province and even across the country and abroad. Guizhou “Sunshine” will spread from here to the whole country and the whole world.
