China to further enhance fairness in higher education (2)

Heilongjiang and Jiangsu to allow migrant students to take college entrance exam starting 2013

On Oct. 31, Heilongjiang became the first province in China to issue a plan for allowing students from other provinces to take the college entrance exam in the province. The plan will be implemented starting the college entrance exam in 2013.

Later, Jiangsu province announced that it would allow the children of migrant workers from other provinces to take the college entrance exam in the province starting 2013, but has not released specific requirements. Other provinces are also actively developing related plans.

Beijing, Shanghai, and Guangzhou take a cautious attitude

Compared with Heilongjiang and Shandong’s clear stance, Beijing, Shanghai, and Guangzhou, whose moves have attracted great attention of netizens, have been very cautious in this regard. Beijing has not disclosed any information on the latest development in its plan for allowing students from other places to take the college entrance exam in the city.

Guangdong is still developing a suitable plan for allowing students from other provinces to take the college entrance exam in the province, Luo Weiqi, director of the Guangdong Provincial Education Department, said in an interview with Yangcheng Evening News on Nov. 8.

The total number of accompanying children of migrant workers who are receiving compulsory education in Shanghai has surpassed 500,000, according to the Shanghai Municipal Education Department. The Shanghai municipal government previously said at a press conference that it would adopt a points system based on comprehensive consideration of migrant workers’ jobs and their children’s education time, and develop a suitable plan for allowing students from other places to take the college entrance exam in the city according to its functional position, industrial structure, and carrying capacity.

It is not easy to promote the college entrance exam reform in Beijing, Shanghai, and Guangzhou.
