China to further enhance fairness in higher education

The report to the 18th National Congress of the Communist Party of China indicates that active efforts should be made to ensure that the children of migrant workers have equal access to education. The disappearance of the modifier "compulsory" means that the children of migrant workers will be provided equal access to preschool education, senior high school education, and higher education.


The General office of the State Council issued a directive from the Ministry of Education and three other ministries and commissions in late August, which required the country’s 31 provinces, municipalities, and autonomous regions to introduce suitable policies for allowing migrant students to take the National College Entrance Examination in places that are not their hometowns.

So far, 13 provinces and municipalities, including Shanghai, Tianjin, as well as the provinces of Shandong, Fujian, Heilongjiang, Jiangsu, Guangdong, Anhui, Zhejiang, Hubei, Hainan, Yunnan, and Jiangxi, have expressed their will to introduce specific plans for allowing the children of migrant workers to take the college entrance exam in the city where they reside by the end of the year.
