The tragedy exposed many problems which deserve special attention and reflection. According to the Law on the Protection of Minors, it is a common duty of the entire society to protect the minors, and all organizations and individuals have the right to dissuade, stop, or report any act encroaching on the legitimate rights and interests of minors. In practice, the "common duty" has become "common negligence" posing a safety hazard to children. The parents’ and related government agencies’ failure to fulfill their obligations shows that there is still a long way to go in fully implementing the Law on the Protection of Minors.
Since it was promulgated 10 years ago, the "Measures for Assisting Vagrants and Beggars with No Means of Support in Cities" changed the situation that the rights of urban vagrants and beggars as well as other citizens were violated arbitrarily and won wide public recognition. However, there still are problems in actual operations, such as homeless people do not want to go rescue stations, the rescue stations lack of enthusiasm and many loopholes exist in relevant laws and regulations. The tragedy told people that street kids and children need a warm harbor and the state must accelerate the improvement of laws and regulations and strengthen social assistance.
