Joint policy forces guarantee a wide spreading sunshine

Under the context of an unsatisfactory employment status quo of the general public, employment of rehabilitated drug users seems to be more difficult which desires special policy supports and guarantees.

“In order to ensure a smooth performance of the project, Guizhou formulated and promulgated the Opinions of the Provincial People’s Government Office on Carrying out in-Depth Construction of the “Sunlight Project” for Drug Rehabilitation and Recovery to deliver clear provisions and targeted preferential policies in terms of financial support, taxation policy, social security and similar aspects,” said Cui Yadong.

Firstly, on funding guarantee: the funds for the “Sunshine Project” have been included in the budget of government at all levels. A preconstruction subsidy totaled 150,000 Yuan or 300,000 Yuan will be conferred by the provincial government to the sunshine enterprises which offer employment posts over 50 or 100, respectively. Local governments will do the same. The provincial finance has planned a total amount of 20.25 million Yuan for the construction of the project which has pulled the budget ahead to 2014. Guizhou’s aggregate input into this project amounts to 108 million Yuan reaches up to now.

Secondly, on medical treatment: the costs of methadone maintenance treatment have been put into budgets at all levels to offer this treatment to the rehabilitated free of charge.
Thirdly, on taxation policy: tax concessions or relief are available to enterprises, individual industrial, commercial households and private business owners that offer jobs to the rehabilitated personnel, and the rehabilitated individuals who start their own businesses.

Fourthly, on social security: as stipulated, to include the qualified rehabilitated who are incapacitated or couldn’t be placed in posts due to kinds of reasons into urban and rural minimum living allowances and basic medical insurance for urban residents; to include the rehabilitated who meet the standards for rescue and protection of persons with disabilities into corresponding rescue and protection system. Duyun has put all the expenditures of working meals of the rehabilitated working in sunshine enterprises into its fiscal budget and offered wage subsidies to those with poor labor skills.
