In the “Sunshine Enterprises”, there are full-time anti-drug officials to take physical examinations, supervisions, as well as psychological guidance for them. During the interview, the rehabilitated drug users repeatedly mentioned that these full-time anti-drug officials are like kinsfolk to them, as they not only cared for their life and psychological conditions, but also concerned about their families. Some of the officials also facilitated the rehabilitated drug users’ family reunion, and even find marriage partners for them. Moreover, the “Sunshine Project” prohibits anyone to say any word of discrimination. In such circumstances, the rehabilitated drug users may realize their own responsibility, feel the warmth from the society, and become more motivated during rehabilitation. Obviously, people-oriented management is the best way with most original power.
The “Sunshine Project” is a seeking for win-win outcome by way of sustainable development.
The government has introduced a series of measure to advocate and facilitate enterprises to set up “Sunshine Plants” by providing various preferential policies, as well as support on financial and human resources. All these have created initial conditions for enterprises to recruit rehabilitated drug users. With the help from the government, the entrepreneurs are able to start new business and build new workshops, and hence, provide more work places and job opportunities to recruit more rehabilitated drug users to the greatest extent. Having been given a proper work from the “Sunshine Project”, the rehabilitated drug users not only get rid of the discrimination from the society, but also stand on their own feet, therefore, they are able to break away from their past totally. This is a win-win outcome. The “Sunshine Project” as the beginning of the virtuous cycle, is the first step taken by the government with sincerity.
But more importantly, the high relapse rate (over 80%) has been controlled to 2% in the “Sunshine Enterprises” of Guizhou Province.
Since June 2011, altogether 108.07 million Yuan have been invested to “Sunshine Project”, including 100 million invested by the provincial government, and 90 million invested by the local and municipal government. By 2014, the provincial financial budget will have reached 20.25 million Yuan. It is a great solution. But according to the provincial government, the actual cost on rehabilitation work has been reduced, whereas, the judicial cost on case handling, compulsory treatment, and rehabilitation in labor camps will increase.
As the fruit of effective social management and innovations, the “Sunshine Project” not only achieved social harmony, but also eliminates the factors of uncertainty or instability, and stimulate social dynamic to the largest extent. Social management refers to the administration to people, especially effective administration to special populations, and the “Sunshine Project” did make it.
