
BEIJING, Dec. 4 -- China will continue to support flexible employment, improve the disabled persons' employment security fund system and use legal means to tackle wage defaults in a move to further ensure stable employment.
China's employment situation has maintained overall stability this year with the newly-added urban jobs meeting the annual target ahead of schedule, according to a statement released after a State Council executive meeting chaired by Premier Li Keqiang on Wednesday.
The meeting urged more efforts to implement an employment-first policy and further improve measures to boost employment.
The country should lower the requirements of applying for the entrepreneurship guaranteed loans of small and micro companies, give one-time financial support to migrant workers who are willing to go back to their hometown and start their first business, as well as lower the contribution rate of unemployment insurance and work-related injury insurance periodically, the statement said.
More efforts should be made to organize vocational skill training for registered unemployed people under the age of 20, who graduated from junior or high schools but did not continue further study, while guaranteeing the basic needs of unemployed people living in difficulty, it added.
To increase more jobs for disabled people, the meeting decided to improve the collection of disabled persons' employment security funds and ramp up incentives to companies with a higher employment rate of people with disabilities.
The meeting also stressed the use of legal means to eradicate wage defaults for migrant workers and passed a draft regulation urging governments at all levels and all companies to pay the migrant workers on time and in full, the statement said.
