
China's top legislator Zhang Dejiang on Monday said the adoption of the interpretation of the Basic Law of Hong Kong Special Administrative Region (SAR) showcases the firm opposition of the central authorities to "Hong Kong independence."
The interpretation also demonstrates the central authorities' determination in implementing the "one country, two systems" principle, said Zhang, chairman of the Standing Committee of the National People's Congress, while presiding over the final meeting of the top legislature's bi-monthly session.
"(It) embodies the common aspirations of the 1.3 billion Chinese people, including compatriots in Hong Kong, in safeguarding national sovereignty, security and development interests," he added.
The top legislature adopted an interpretation of Article 104 of the Basic Law of the Hong Kong SAR by a unanimous vote on Monday.
The interpretation, issued by the top legislature following the behavior of a handful of legislators-elect during the election of Hong Kong's Legislative Council (LegCo) and the subsequent swearing-in ceremony, clarifies the implications and requirements of the oaths taken by legislators-elect.
Zhang said the interpretation of the Basic Law is as valid as the law itself, stressing that relevant provisions in the Basic Law and its interpretation must be observed and implemented.
The top legislature on Monday also adopted a Cybersecurity Law to better safeguard national security, the rights of citizens and sovereignty in cyber space.
Hailing it as "another important law in the legal system of national security," Zhang urged relevant parties to work out supporting regulations as soon as possible and carry out regulatory responsibilities to ensure correct and effective enforcement of the law.
