A dialogue between Chengdu, Xi'an on opening inland cities (3)

(People's Daily Online)

14:38, November 12, 2012

C: As China is embarking on a track of innovation-driven economy of endogenous growth, the idea of receiving industrial transfer in an "anti-gradient" manner and tapping high-end industries and modern service industry has become a leading thought of policy makers of localities, and the large-sized "going west" of industries has provided gigantic space for China's real economy after the international financial crisis.

X: The state's strategies of "developing the west", "boosting the central area" and "rejuvenating the northeast" precisely address the question of opening less developed regions.

C: As a matter of fact, the inland never remained enclosed. If you go to see the Jinsha Ruins you would see that the Chengdu basin has never been isolated in history. The local people, despite being surrounded by mountains, have never relinquished their desire to open up.

X: As early as 1300 years ago, the Chang'an city of Tang Dynasty was already the world's first city with a population of more than one million. Trade was conducted with all countries and many foreigners served as officials here. Its extent of openness is shown in the clothes worn by terracotta beauties of Tang unearthed here.

C: The more you are tucked away geographically, the more you need to open up in mind. Practices in Chengdu of recent years have testified to the fact that as long as you are bold enough to compete with the strong, by means of reforms and innovations, you are able to turn an inland city into "front line" by using resources both at home and abroad.
