S. Korea, DPRK fail to reach agreement at 3rd working-level talks

SEOUL, July 15 (Xinhua) -- South Korea and the Democratic People's Republic of Korea (DPRK) failed to reach an agreement over how to normalize operation of the Kaesong industrial complex, local broadcaster New Y reported on Monday.
