Security situation in Darfur unpredictable: UN-AU joint representative

EL FAHER, SUDAN, May 31 (Xinhua) -- The United Nations-African Union Joint Special Representative for Darfur, Mohamed Ibn Chambas, on Friday said the security situation in Sudan's restive Darfur region remains unpredictable.

"We have seen in the past four months an upsurge in armed violence, armed conflicts, first and foremost between rebel movements and the government of Sudan's armed forces, and secondly inter-communal conflicts, mostly Arabs and Arabs conflicts, and conflicts over natural resources such as mining rights, grazing rights and others," said Ibn Chambas said in an exclusive interview to Xinhua.

NUMBER OF REFUGEES REBOUNDS

He went on saying that "this has generated more internally displaced persons (IDPs) and also created more refugees who have moved from Darfur into Chad."

Ibn Chambas acknowledged that for most of 2012, the number of IDPs in camps was reducing and refugees were beginning to come back from Chad, noting that "certainly this a reverse and it is a cause for concern because it means that we require more humanitarian assistance in the IDP camps at the time that funding is dwindling."

He added that "we need to work harder to raise the necessary funding to provide humanitarian assistance in the IDP camps and also in the refugee camps in Chad, which is a serious challenge."

COMPREHENSIVE PEACE DEAL NEEDED

The UN-AU official reiterated the importance of reaching a comprehensive peace agreement in the region, saying "We continue to believe that there has to be a comprehensive and inclusive peace agreement in which all the major signatory parties, all the major rebel movements will be involved."

"Lots have been invested in the peace process through Doha Document for Peace and Development in Darfur and we continue to urge the non-signatory parties to come on board. Only when we have engaged all major armed groups, and when they have come on board and signed the peace agreement, can we talk of having an inclusive peace process," noted Ibn Chambas.

Ibn Chambas urged the armed movements to join the peace process, saying "The Doha process has brought a lot and has defined a document which seeks to address the major issues that have been the source of the conflict in Darfur. And we urge all the parties to subscribe to it and engage in a way that will help us address the fundamental grievances of the people of Darfur."

He went on saying "some parties have signed the peace agreement and others are not, so we are deployed in an area where these armed conflicts still going on between rebel movements and the government forces, and also lately we are seeing a lot of intra- ethnic conflicts in Darfur."
