So far, there is not yet unified and explicit legislation about the specific date of the opening of the “two sessions".
The last meeting of the Standing Committee of NPC in the previous year made a resolution that the timings of the NPC meetings shall be determined in the following year. Once the resolution has been made, it has the legal force and shall not be changed easily.
Constitutional scholar Cai Dingjian (deceased) had suggested that the convening dates of the people's congresses at all levels shall be explicitly stipulated in statutory form so that no special decision has to be made before the convening of each meeting and put an end to the arbitrariness of the convening of the meetings.
