Why are “two sessions" held in March? (2)

[Cost] Synchronized durations of the “two sessions" can save costs

Currently, the sequence numbers and durations of the “two sessions" are basically in synchronization. The Nation People's Congress opens on March 5 and lasts approximately 10-15 days. The Chinese People's Political Consultative Conference (CPPCC) opens 1-2 days in advance, and ends in advance correspondingly.

The synchronization of the durations of the “two sessions" was not fully realized until 1978.

The advent of the CPPCC was earlier than that of the NPC. The CPPCC held its first plenary session on Sept. 21, 1949 and passed the "Organic Law of the Central People's Government" and other papers that laid the foundation stone for new China, and elected the members of the first session of CPPCC National Committee.

The first session of the First NPC was held On Oct. 9 that year.

The first session of the First CPPCC National Committee was held on Sept. 15, 1954 and lasted 14 days. At that time, the convening times of the “two sessions" were not synchronized. The first session of the Second CPPCC National Committee was held from Dec. 21 to 25 in 1954.

Starting from the second session of the Second NPC and the third session of the Third CPPCC National Committee in 1959, the durations of the “two sessions" overlapped. The NPC session lasted from April 18 to 28, and the CPPCC National Committee session lasted from April 17 to 29.

Qin Qianhong, professor of constitutional law at Wuhan University had experience as deputy to the NPC as well as member of the CPPCC. He said that the synchronization of the “two sessions" will lower the costs in relation to traffic control as well as meeting affairs, and also provide convenience for the CPPCC to understand the works of the government, the Supreme People's Court, and the Supreme People's Procuratorate.
