2004
All nine members of the Standing Committee of the Politburo convened in April to discuss measures for combating drugs.
The CPC Central Committee and the State Council circulated the NNCC Anti-drug Work Plan 2004-2008 in May, the country’s first anti-drug work plan since its founding in 1949.
The NNCC convened a national anti-drug conference in Kunming, the capital of Yunnan province, in June. Dozens of leaders at the provincial or national level flew to the province’s Dehong Dai and Jingpo Autonomous Prefecture to carry out a field survey of the harms of drugs.
2005-2008
Hu Jintao, the then general secretary of the CPC Central Committee, and Premier Wen Jiabao launched a three-year people’s battle on drugs, which effectively curbed drug trafficking across the country.
The CPC Central Committee, the National People’s Congress, and the State Council jointly developed and formulated the Anti-Drug Law in 2007. This meant the Party and the government integrated anti-drug work with coordinated social and economic development, and that the country’s anti-drug work entered a new stage of rule of law and stood at a new starting point.
