Zunyi City: Revolutionary Site, Warm Sunshine (2)

Since 2011, under the leadership and arrangements of the Provincial Party Committee, the Provincial People's Government, and the Provincial Narcotics Control Commission, all levels of Party Committees and governments and their subordinate departments in Zunyi City acted upon the strategic plan of the Central Party Committee and Provincial Party Committee concerning social administration innovations, earnestly implemented the Anti-Drug Law of the People's Republic of China, the Regulations on Drug Rehabilitation, and the Regulations of Guizhou Province on Drug Rehabilitation, as well as the Opinions of the General Office of the People’s Government of Guizhou Province on Deepening the Construction of the “Sunshine Project” for Community-Based Drug Treatment and Rehabilitation Works (QFBF[2011]108, the “108th File” for short), strengthened the organization and leadership on the construction of the “Sunshine Project”, further promoted community-based drug treatment and rehabilitation works in combination with local conditions, widely mobilized social forces, adopted multiple modes including construction of concentrated placement locations, opening of widespread scatted placement channels, encouragement policies for self-employment, and assistance for independent job-hunting to solve the employment problem of community-based rehabilitation patients as well as released people from prison and the labor camp, and vigorously promoted the construction of a “four-in-one” community-based drug rehab “Sunshine Project” that centers on "education and rescue as well as job placement” and integrates “physical withdrawal, psychological withdrawal, job placement, and social inclusion”.
