Since the National Development and Reform Commission launched an antitrust investigation into China Telecom and China Unicom on Nov. 9 last year, the two telecom giants have made great efforts to complete the establishment of 100G broadband networks, and promised to further lower broadband service charges. Since "Broadband China" became a national strategy, there has been prolonged controversy over the relatively high broadband service charges. Furthermore, a large number of Chinese have no Internet access and know little about the Internet. Therefore, the coverage of the Internet public opinion is still limited.
In the future, the Chinese people may express their opinions on government policies on the Internet conveniently, just as villagers gather together for a village meeting. However, anybody with the slightest bit of common sense knows that at present, comments on news articles are mostly posted by a stable social group, if the "online water army" is not included. An expert said, "The Internet public opinion mainly represents the opinions of young netizens rather than those of the entire society. It is often necessary to dig deeper into such public opinion." In this sense, it is more difficult to know the opinions of the entire society than the Internet public opinion.
