About 150 million people nationwide had joined the maternity insurance program by September this year, MHRSS statistics showed.
In order to encourage employers to pay for maternity insurance for their staff, the new draft also lowers the percentage that employers have to pay.
The employers now have to pay 5 percent of employees' monthly salary as a maternity insurance contribution, halving rates from the previous regulation.
The draft has strengthened efforts to protect employees' rights and employers refusing to pay for maternity insurance will have to compensate the loss of employees on their own, according to MHRSS.
