China improves handling of reports on violations concerning export control of strategic mineral dual-use items
BEIJING, June 24 (Xinhua) -- China's Ministry of Commerce made an announcement on Wednesday highlighting steps to further improve the handling of reports on violations in relation to export control of strategic mineral dual-use items.
Article 31 of the Export Control Law stipulates that any organization or individual has the right to report suspected violations to national export control authorities, a spokesperson with the ministry said.
Further optimizing the handling of reports on such acts concerning strategic mineral dual-use items and enhancing law enforcement capabilities is a fundamental requirement for improving the country's export control system, as well as a normal measure to safeguard national security and interests, according to the spokesperson.
Giving play to the supervisory role of tip-offs regarding export control violations is a common international practice, with relevant provisions in place in many countries, the spokesperson noted.
Drawing on international experience to improve China's reporting system for export control of strategic mineral dual-use items can effectively prevent relevant items from being used for illegal purposes, better safeguard world peace, and demonstrate China's sense of responsibility as a major country, the spokesperson said.
Relevant practices concerning report handling have been rolled out previously, and it is necessary to further clarify reporting methods, content and other details to better handle related clues, the spokesperson added.
Going forward, relevant authorities will carry out report handling work in accordance with laws and regulations, and protect the legitimate rights and interests of compliant trading enterprises, the spokesperson said.
