The incident happened just eight days before the Olympic Games Rio 2016 officially kick off, raising further questions about the quality of construction in the Olympic host city.
High tides and the strong wind were the factors that attributed to the collapsed, according to Philip Wilkinson, a spokesman for the Rio 2016 organizing committee.
