UNITED NATIONS, Feb. 22 -- Security Council reform should give top priority to increasing the representation of developing countries, especially African countries, said Chinese envoy Liu Jieyi on Monday.

"The quantity and composition of UN member states have changed a lot since the world organization was founded 70 years ago," Liu told a General Assembly meeting on Security Council reform.

The number of UN member states has grown from 51 to 193 and most of the newer members are developing countries, he said.

"Most issues deliberated at the council also concern developing countries, especially the African countries. The reform of the council should reflect such a reality."

"Security Council reform should give top priority to increasing the representation of developing countries, especially that of African countries. The reform should enable more countries, the small and medium -sized countries in particular, gain more opportunities to serve in the council and participate in its decision-making process," he said.

Liu also held that it is imperative to stick to the approach of a package solution so as to create conditions for the broadest consensus.

He reiterated that all states should remain committed to the inter-governmental negotiation process launched in 2009.
