China's southernmost island city  to launch civil aviation business

Sansha, China's southernmost island city administered by Hainan province, will launch a civil aviation business in military and civilian airports including the one on Yongxing Island in 2016, Feng Wenhai, vice mayor of the city said in a conference on Thursday.

According to the government work report delivered by Feng at the conference, the launch of the business is one of the city’s many efforts to improve quality of life there. The city will also study the feasibility of constructing a second civilian vessel and two inner-island supply vessels.

Feng also said that submarine optical cables will be completed and put into use this year. This means that the inhabited islands and reefs will have Wi-Fi coverage.

Port construction on both inhabited and uninhabited islands will be emphasized, Feng added. An offshore medical center will also be built.

Besides, the city will seek investment from private sector. According to Feng, Sansha currently has 119 registered enterprises, 110 self-employed businesses and registered capital of over 1.7 billion yuan.

The southernmost city also plans to improve its project management and try out joint pilot projects between government and private sector.

In an effort to open up further, Sansha is going to establish custom inspection and quarantine offices as well as tax regulation mechanisms.

Feng concluded that in 2015, Sansha established four ground-level People's Armed Forces Departments and completed several new facilities.

Public facilities such as power systems, schools and emergency supply centers have been established. Environmental protection equipment like sea water desalination, sewage treatment and refuse transfer have also been put into service, the vice mayor added.

According to Feng, Sansha is about to perfect the construction of air and fishing ports in southern islands to guarantee ongoing supply.

In order to accelerate the development of water and land transportation, the city will simultaneously set up a regional transportation framework utilizing land, water and air transport.

Sansha Detention Center will be put into service in 2016. Meanwhile, the city will promote construction of judicial facilities and carry out joint law enforcement with the coast guard.
