SCO to further contain "three evil forces": official

DUSHANBE, Sept. 11 -- The Shanghai Cooperation Organization (SCO) has been exerting remarkable influence on containing the "three evil forces" of terrorism, extremism and separatism, and will expand cooperation for regional peace and stability, says the chief of the bloc's anti-terror agency.

Thirteen years on, SCO member states have established a relatively comprehensive legislative system to counter terrorism, Zhang Xinfeng, director of the Executive Committee of SCO's Regional Anti-Terrorism Agency, told Xinhua ahead of Thursday's SCO summit in the Tajik capital of Dushanbe.

A number of relevant laws under the SCO framework have taken effect as related parties have worked consistently in line with the consensus reached by the heads of state of the bloc's member states -- China, Kazakhstan, Russia, Tajikistan, Kyrgyzstan and Uzbekistan.

In addition, the agency, founded in 2004, has established an effective interaction mechanism, which has helped expand pragmatic cooperation, he said, citing joint security missions in 2008 Beijing Olympic Games and 2014 Sochi Winter Olympic Games as examples.

Zhang said the agency has been maintaining cooperative relations with major international and regional security organizations, adding it has secured the region's stability in the wake of constant threats and challenges.

"When we look into the future, we have confidence in the anti-terrorism agency," he said.

Zhang said the agency has strengthened monitoring of both the Internet and members of the "three evil forces" who have come back from such hot-spots as South Asia, West Asia and North Africa where they honed their terror skills.

"They (The 'three evil forces') tend to incite religious extremism, recruit followers and plot terror attacks via the Internet," he said.

"Every SCO member state has extremists of this kind who are fighting in Syria and Iraq ... These people have started returning to their homeland, which constitutes a major threat to regional security," Zhang said.

SCO member states have submitted to the agency relevant information earlier in the year, and plan to work out joint measures against those members of the "three evil forces" later this year, Zhang said.

"Our goal is to eradicate threats to the region's stability before they cross the borders," he said.
