Russia Slams Double Standards in Fighting Terrorism

The head of Russia's state security council on Monday criticized the practice of double standards in fighting terrorism.

Those who launch attacks in some countries are called "terrorists" while those who do the same kind of thing in some other countries somehow become "fighters," the Polish News Agency quoted Vladimir Rushailo, secretary of Russia's state security council, as saying.

After meeting with Polish President Aleksander Kwasniewski, the Russian security official strongly condemned the Chechen terrorist organizations for their "war actions."

Rushailo said Russia has strong evidence that the fighting groups in Chechnya have connections with Osama bin Laden, who the United States says is the mastermind of the September 11 terror attacks on New York and Washington. "They have the same financial sources as bin Laden's."

During their talks, the Russian official and the Polish president also discussed matters related to bilateral relations, international security, arms control, and the planned U.S. missile defense system as well as the arrangements for Russian President Vladimir Putin's visit to Poland in mid-January 2002.

Rushailo was invited to attend the anti-terrorist meeting of central and eastern European nations as an observer, which opens in Warsaw on Tuesday.
