Zhuhai Legislates to Protect Water

The Standing Committee of the Zhuhai People's Congress recently approved a statute on the prevention and control of water pollution, leading the country in tightening controls on water pollution and water environment protection through legislation.

The port throughput of Zhuhai in last year hit 20 million tons, of which one third were dangerous goods and have brought potential threat to water environment protection near the port.

The statute specifies explicitly on security management and pollution prevention and control involving pollution accidents and legal liability. Besides, it also contains provisions on water transportation security of shipments, equipment for pollution prevention on ships, ports and docks, loading and unloading of dangerous goods, deck washing, boat disassembly, rubbish disposal, etc.

Persons responsible for water pollution accidents, in accordance with the statute, shall bear the expense of pollution cleaning and indemnify the injured party, collective or individuals.
