NPC deputies and CPPCC members at the "two sessions" discussed the launch of education in the need "to think of the source of getting rich and of making progress after becoming affluence". Following are the main points of the discussion.

As people from a family, a region or the country as a whole look back at things happened in the past year, the past 10 years and even 20 years, they find the progress, improvement and development are very distinct and obvious. At the "two sessions", NPC deputies and CPPCC members talked about their study of the essence of Comrade Jiang Zemin's important speech given recently in Guangdong Province. They deeply felt that the launch of the educational activity of "thinking of the source of getting rich and of making progress after becoming prosperous" among the general run of cadres and masses, particularly among cadres and masses in rapidly developing regions, is required by the situation and in keeping with popular feeling, it plays a great role and has far-reaching significance.

Sublimation: Letting Material Wealth Turn Into Cultural and Ethical Wealth

Deputy Sun Shoupu, secretary of the Weihai city Party committee, said: General Secretary Jiang's call for "thinking of the source of getting rich and of making progress after becoming rich" is a new, higher demand set on our eastern coastal areas under the new situation. "Thinking of the source of getting rich" is an introspection, a summary and sublimation. "Thinking of making progress after becoming affluent" represents a spirit, aspiration and a consciousness. Through thinking of the source, we unify people's thinking and make clear the direction of advance; through thinking of making progress, we inspire people's morale to further create brilliant achievements. Realizing the magnificent goal of China's cross-century development is a matter to the utmost concern of everybody. CPPCC member Xie Zhongyu, general manager of the Guangzhou Jinxiang Industrial Production Company (private operation) and CPPCC member Liu Nailan, chairman of the Tianjin Huaming Group Company, said: We can say "we have enjoyed benefit from the State". Without the reform and opening policy, our motherland wouldn't have become prosperous today. If we study and make self-examination every day, our experiences will become valuable wealth.

Common View:Upholding the Reform and Opening Line, Principles and Policies

NPC deputy Xiao Yi, mayor of Ruijin City, remarked: People of the old liberated area have the tradition of "not forgetting the well-diggers when they drink from this well". Today, they said with deep feeling that "We thank Deng Xiaoping who delivered us out of poverty, and we do not forget the Communist Party of China when we become wealthy". NPC deputy Temur Batel, secretary of a village Party branch committee in Inner Mongolia and NPC deputy Liang Tiansheng, a farmer from a village in Guangdong's Zhongshan City and CPPCC member Yin Mingshan, chairman of Lifan Motorcycle Co. Ltd. in Chongqing all attributed their better-off lives to the Party's policy of making people become wealthy. Qian Xingzhong, NPC deputy from Zhejiang Province, said: before the start of reform and opening up, Wenzhou could be regarded as a "western region" of the coastal areas, however, today's Wenzhou is no longer what it was. Without the reform and opening policy, without the Party's basic line and the correct leadership of the Party Central Committee, Wenzhou wouldn't have become what it is today.

NPC deputy Li Chunting, governor of Shandong Province, said: As we think of the source of getting rich, we conclude that Shandong can have become what it is today is due to the great strategy of reform and opening. The significant progress we have made today in the opening of the east and development of the west can be ascribed to the breakthroughs made in key points and advance by echelon. In the development of the eastern region, people in the western region have also made tremendous contribution. Their rich raw and semi-finished materials, cheap labor force and vast markets have all played an immense role in the rapid development of the eastern region. These simple remarks have demonstrated the correct leadership of the Party and the superiority of the socialist system, the line, principles and policies formulated under the guidance of Deng Xiaoping Theory are the fundamental guarantee for the rapid economic and social development.

Foothold: Guarding Against Arrogance and Impetuosity, Advancing in a Pioneering Spirit

NPC deputies and CPPCC members, in their talks, stressed the need to have a sober understanding of the relatively comfortable life we are enjoying. For individuals and families, most of them have become better-off than before, but a small number of the masses have not as yet lifted themselves out of poverty. As far as the country and nation are concerned, they have become strong and affluent, but compared with developed countries, they still lag far behind and are still far away from our ideal and goal of common prosperity. At present, it is necessary to overcome ossified thinking and to have a clear train of thought, adopt practical measures and make unremitting efforts to continue advancing on the basis of what have been achieved.

NPC deputy Wang Hongmin, mayor of Nanjing City, in his talk about thinking of making progress after becoming rich, said: Communists should comply with the requirement for the development of advanced social productivity, otherwise, they cannot represent the people. Moreover, the affluence already achieved is limited, initial and relative. We can become wealthier only when we think of making further advance. Whatever we do, we must have determination, confidence and perseverance. NPC deputy Chen Deming, mayor of Suzhou City, said: As a principal leader of a region, he should always have the awareness of his shortfall, only when he has such awareness, can he feel the pressure and have motive force, and can he exert unremitting efforts to make progress.

NPC deputy Zhuang Lixiang, secretary of the Shantou city Party committee, remarked: "thinking of making progress after becoming rich" finds its main expressions in grasping opportunities to speed up development. Earnest efforts should be made to strengthen management, improve the overall economic efficiency, expand opening to the outside world, develop high-tech and information industries, promote the upgrading of privately-run enterprises and foster new areas of economic growth.
