"In the past two months after Macao's return, the Central Government has never interfered in any local affairs of the Macao SAR, which fully reflects the principle of high autonomy in Macao. Under the leadership of the Macao government, the city is marching smoothly with a continuously improved public order and a rising economy. This is the first time that Macao sends its own delegation to attend the National People's Congress in the past 25 years. The 12-member MSAR delegation has by its wide representation won great claim from various sections of people in Macao. Among the representatives are included Ho Hau Wah, first chief executive of Macao SAR, Wang Qiren, director of Liaison Office of the Central People's Government in Macao SAR and personages from various social circles as of industry, business and education. Mr. Ho says that he has come to attend the NPC this time as a representative instead of being chief executive of Macao. According to the Basic Law of Macao, with the people's congress system excluded, Macao's local affairs will not be discussed at the NPC session. Representatives from Macao will play the role of a bridge in furthering development and cooperation between Macao and the Chinese mainland after they get back to Macao.
