Development : Key to China's Solutions of All Issues

At the "two sessions" NPC deputies and CPPCC members discussed "development being an absolute principle". Following are their main views about this.

When old China was reduced to a semi-colonial country in the last year of the 19th century, its people were plunged into the depth of misery, the fundamental reason for this is that our country was poor and backward and was undeveloped. In the last year of the 20th century, China has not only really stood up, but has begun to become prosperous and strong. At this moment when NPC deputies and CPPCC members attending the "two sessions" were talking freely about the reality of our country's continuous development and expansion, its rising international status and the increasing weight of its speech given in the international arena, they have come to a deeper understanding that the guiding ideology, known as "development is the absolute principle", put forward by Comrade Deng Xiaoping and established by the leadership core of the Party's third generation, is an extremely important guiding thought for the prosperity of the country and happiness of the people; they have come to see more clearly that the key to China's solving all questions lies in development.

Deputy Zhang Guoguang from Liaoning Province said: The fundamental task of socialism is to liberate and develop productive forces. Without developed productive forces and a mighty overall national strength, there would be no social stability at home and a say in the international arena. One can speak louder than others only when one becomes wealthier, backwardness causes one to suffer beatings. Development is the key to solving many problems facing us. We must adopt practical and effective measures to maintain a rapid rate of development on the basis of improved economic efficiency.

Deputy Li Zhongyong from the Fourth Engineering Bureau of the Ministry of Railways said: The key to China's resolving all problems lies in development, the key to development lies in economy, the key to economic development lies in improving efficiency, and improving efficiency requires reliance on science and technology. The development strategy, set forth by the central authorities to speed up the reform and development of education, establish a national knowledge innovation system and bring about a leap in technological development, complies with today's fierce international competition and conforms with China's national conditions. Only when we firmly grasp science and technology as the primary productivity, can we maintain a rapid rate of development alleviate enterprise difficulties in production and operation, reduce employment pressure, guard against financial risk and maintain social stability.

CPPCC member Zhao Cunxin (Dai nationality) from the Dai Autonomous Prefecture of Xishuangbanna said: Our prefecture's rapid development in the past few years has proved that the guiding ideology, "development is the absolute principle" is entirely correct. The per-capita net income of farmers last year exceeded 1,700 yuan, the vigorous development of tourism and border trade earned the prefecture incomes of over 1.9 billion yuan and 0.9 billion yuan respectively. Economic development has provided material conditions for accelerating socialist cultural and ethical progress, pushing forward cultural progress of the whole society.

CPPCC member Gaisang Toinzhub from Tibet said: The Tibet Autonomous Region has experienced tremendous change since the launch of the reform and opening up policy, last year the region's GDP topped 10.3 billion yuan, the disposable annual income of urban residents reached 5,907 yuan per person, and the per-capita net income of farmers hit 1,250 yuan, bumper grain harvests have been reaped for 12 straight years, now there are five listed companies issuing stocks in the region. An important reason for these achievements lies in the fact that we have persisted in the guiding ideology of "development being an absolute principle".

Deputy Bao Yizhi from Qinghai Province said: The Party Central Committee with Comrade Jiang Zemin at the core recently set forth the strategy for the large-scale development of the western region, people of all ethnic groups in Xining City firmly support the decision of the Party Central Committee. In high spirit and filled with confidence, we are determined to work to our level best, so as to enable the western part of the motherland to quickly catch up with the pace of the nation's modernization drive.

Deputy Gong Shangwu from Liaoyang City remarked: Reform is a profound social change. How to correctly grasp this change is a major matter concerning the whole situation that helps both promote social development and maintain social stability. Consistently following the Party Central Committee's instructions on correctly handling the relations between reform, development and stability, we have repeatedly stressed that reform is the motive force, development is the aim and stability is the prerequisite, and have coordinated and unified the reform efforts of Liaoyang City, the rate of development and the bearing capacity of society, thus successfully realizing the goal of pushing forward reform and development amidst social-political stability and maintaining social stability amidst reform and development. In the face of the new century, we should solve the problems arising in development by means of the perspective, idea and method of development, so that our country will bring about a new, sound and faster development in the new century.
