Thursday, November 04, 1999, updated at 10:11(GMT+8) World Floods in Central Vietnam Kill Nearly 100 People Heavy floods that have hit Vietnam's central provinces over the past three days, killing nearly 100 people and injured 12 others, submerging 100,000 houses and halting almost all traffic lines, Vietnam News Agency (VNA) reported on November 3. By an initial breakdown of central provinces, the death toll is the highest in Thua Thien-Hue (48), followed by Quang Tri and Quang Ngai (13), Quang Nam (12) and Binh Dinh (7), VNA quoted Vietnam's Minister of Agriculture and Rural Development Le Huy Ngo as saying. In addition, another 12 people are reported missing in Quang Ngai province. Ngo, who is also head of the National Committee for Flood and Storm Control, was assigned to lead one of the two central-level delegations to the flood-hit area, but they have failed to access the worst-hit Thua Thien-Hue as the floods cut off transport to the province. However, material losses remain unknown at present. General Secretary of the Communist Party of Vietnam Le Kha Phieu has sent a message of sympathy to the flood-stricken provinces, asking local residents to unite and cope with difficulties and local authorities to directly monitor and supervise anti-flood work. Vietnam's State President Tran Duc Luong has also sent his condolences to families of those killed in the floods and hoped that local party committees and authorities would exert efforts to minimize the damage caused by flooding.
