Monday, October 11, 1999, updated at 14:19 China China's Top Legislator Visits Southwest Province Li Peng, chairman of the Standing Committee of China's National People's Congress, recently visited Sichuan Province where he had a look at the workings of justice. In the company of provincial leaders, he visited Chengdu, Leshan, and Mianyang from Oct. 5 to 8. At a meeting in Chengdu, the provincial capital, on October 8, Li solicited suggestions and comments on a draft of rules on judicial supervision from the National People's Congress Standing Committee, whose purpose is to ensure justice in trials and procuratorial work. Participants in the meeting agreed that rules are important for achieving the goal of rule by law, and made suggestions for revision. Li said at the meeting that, in addition to making efforts to improve legislation, the People's Congress and its standing committee should supervise the government, the courts, and the procuratorates. During the tour, Li visited several state-owned enterprises and discussed the reforms and development of China's state-owned sector with local leaders. After visiting several state-owned enterprises, Li said that the state-owned sector needs to be strengthened and that state- owned enterprises should take the lead in major industries. Only when the state-owned enterprises are operating soundly, he said, can China have a strong base for socialism with Chinese characteristics. On October 7, Li visited the Chinese Academy of Engineering Physics, one of the major national defense research centers, where he praised the scientists for having contributed much for the nation's international status.
