The international community should advocate the concept of comprehensive security, mutual security and cooperative security to promote the joint development of the Global Village.
Lately, Chinese president Xi Jinping appealed that the international community should advocate the concept of comprehensive security, mutual security and cooperative security at the Boao Forum for Asia.
China’s national defense white paper published on April 16 has also reiterated the country’s security concept. It is the inheritance and development of China’s long-term security concept of mutual trust, joint benefit, equality and cooperation, which is also the answer of the pursuit of security issue and how to maintain security under the conditions of new era.
Attentions to the comprehensive security have reflected the trend of world development. The traditional and non-traditional security threats have been increasingly interwoven. The security content expands many fields – politics, economy, energy, network, public health – beyond traditional military security.
Pursuit of mutual security has met countries’ needs for interdependency. No country can achieve absolute security by itself. Every country’s self-security must relays on other countries’ security.
Promoting operative security is an effective way to realize security. Wars and conflicts will bring about vicious circle, but dialogue and operation will reduce differences and settle disputes.
Over the years, China’s new security concept has been reflected in efforts of safeguarding world peace. China has attached great importance to comprehensive security, and has actively participated in responding to terrorism, climate change, food and energy security, major natural disasters and other global challenges. China is the permanent member of the U.N. Security Council which has sent the most peacekeepers and military personnel.
The country has actively promoted cooperative security and conducted security cooperation with the member states of the Shanghai cooperation Organization and the ASEAN countries in anti terrorism, attack pirates and joint law enforcement. China has also advocated resolving frictions and disputes through consultations and negotiations with neighboring countries.
U.S. Secretary of State John Kerry has visited China recently. China and the United States decided to set up the Network Working Group in the framework of the strategic security dialogue, and strengthen communication on the issue of network security.
Only by following the concept of comprehensive security, mutual security and cooperative security, we can expect peace and security in Asia and around the world to become a reality.
