NANNING, July 23 (Xinhua) -- A knife-wielding man killed two government staff and injured another four on Tuesday morning in the city of Dongxing in south China's Guangxi Zhuang Autonomous Region, local government said.
At about 8 a.m., a man surnamed He is thought to have broken into the building of the Dongxing City Family Planing Bureau, where he attacked his victims, said the Dongxing municipal government.
The four injured people have been rushed to hospital and are in non-life-threatening conditions. The suspect has been put under police custody.
Initial investigations show that, on Monday afternoon, the bureau staff refused to register He's fourth child with a permanent residency, or the "hukou," as he had not paid the "social compensation fee" for the child born outside the county's family planning policy.
