CPPCC member: China should further strengthen development of high-tech weapons and equipment

Liu Jian, member of the 12th National Committee of the Chinese People’s Political Consultative Conference (CPPCC) and former vice president of the Equipment College of the Chinese People's Liberation Army (PLA), held that China's weaponry and equipment development cannot fully meet the requirements for safeguarding China's national rights and interests and territorial integrity. Therefore, it is necessary to further strengthen the construction of high-tech weapons and equipment.

Liu Jian suggested that, first, it is necessary to strengthen the basic research and start from the source, namely highlighting the basic theories and basic material research as well as strengthening experimental data accumulation. The state should focus on cultivating such scientists with strategic thinking as Qian Xuesen, a world-famous scientist and founder of China's space industry, and concentrate its efforts on stable and long-term research.

Meanwhile, the state should continue to increase its investment in the basic research on national defense science and technology so as to effectively solve the issue of lacking staying power in weaponry and equipment development.

Second, it is imperative to strengthen the exploration in the cutting-edge fields, start the research and development arrangement in advance centering on the strategic cutting-edge technologies which may possibly lead to major military science and technology transformation and accelerate the development of the cutting-edge technologies including quantum, nanometer and laser technologies.

Third, it is necessary to strengthen the problem-tackling efforts in the key technologies, focus on bottlenecks and weak points, organize national-level problem-tackling work in a bid to ensure real breakthroughs.

Liu Jian said that the older-generation leaders made the decisions to develop the nuclear and hydrogen bombs and man-made satellite under a severe condition. Now that the environment is much better than before, it is necessary to carry forward the spirit embodied in development of the nuclear and hydrogen bombs and man-made satellite in the past and accelerate the pace of high-tech weaponry and equipment research so as to realize the "dream of building a strong China".
