Development of policies and detailed measures

The development of the enterprise is inseparable from the support and help of the government, especially the project for social harmony and the people’s livelihood such as the “Sunshine Project” which aim at accepting drug addicts, faced with more difficulties, and more vulnerable due to lack of market competitiveness and viability. The Municipal Party Committee and the Municipal Government of Tongren City conscientiously implemented the Opinions of the General Office of the People’s Government of Guizhou Province on Deepening the Construction of “Sunshine Project” for Community-Based Drug Detoxification and Rehabilitation Works (QFBF[2011] No.108, the 108th File for short) and the Opinion of the Provincial Narcotics Control Commission on the Implementation of the 108th File (QJDWF[2011] No.20), upheld the spirit of the first session of all members (enlarged) meeting of Guizhou Provincial Narcotics Control Commission in 2012, put the support for “Sunshine Project” enterprises at a more prominent position, convened multiple meetings for research and deployment of the construction of the “Sunshine Project”, combined with the local actuality of economic and social development, timely formulated and issued relevant specification files, and coordinated the construction of the project from an overall perspective throughout the city to guarantee the healthy development of the project with all efforts. First, the city formulated and issued the Notice for Printing and Distributing the Implementation Program for the Construction of the “Sunshine Project” for Community-Based Drug Detoxification and Rehabilitation Works in Tongren City (TFBF[2012] No. 100) to further define the guiding ideology, leadership structure, and job duties for the purpose of unified thinking, overall coordination, and responsibilities allotment. Various counties/ districts also consecutively formulated and issued corresponding implementation programs according to their actualities. Second, the city timely introduced preferential policies and supportive measures through the formulation and issuance of the Notice on the Interim Measures for Preferential Support for the Job Placement of Community-Based Drug Detoxification and Rehabilitation Persons in Tonren City (TFBF[2012] No. 99), to clarify the objects of the supports, eligibility assessment, subsidies for the preliminary construction funds of the “Sunshine Enterprises”, small loan interest subsidies, tax incentives, and other support policies, as well as provision of assistance in respect of medical care and education for the children of the drug rehabilitation persons. These policies greatly helped to motivate a large number of enterprises and drug users to participate in the “Sunshine Project”, and enhanced the initiative and enthusiasm of the community-based detoxification and rehabilitation persons to find employment.
