From December 20 to 22, Zhao Hongzhuan, Member of the Standing Committee of the CPC Xi'an Municipal Committee and Secretary of the Party Work Committee of Xi'an High-tech Industries Development Zone (XHTZ), led a delegation to Hangzhou, to learn Hangzhou's good practices and new experience in innovation-driven development, institutional innovation, talent training and introduction, mass innovation and entrepreneurship, and characteristic town construction.

During the visit, the delegation negotiated with Hangzhou High-tech Industries Development Zone (Binjiang), visited innovation and entrepreneurship carriers like Qianjiang New City, Zhejiang Overseas High-Level Talents Innovation Park (Zhejiang Hangzhou Future Sci-Tech City), E-Valley and Bioclub, characteristic towns like Dream Village and Cloud Town, Science and Technology Financial Services Center, as well as three enterprises (Alibaba, Hikvision, CHNT).
