On November 15, the Outline of the Development Plan of Xi'an National Independent Innovation Demonstration Zone (Outline) was approved at an expert evaluation meeting organized by the Department of Science and Technology of Shaanxi Province.

The experts thought that the Outline focuses on the strategic orientation of "One Capital, Four Zones" approved by the State Council, aims to "improve the capacity for independent innovation, cultivate innovation and entrepreneurship ecology, and stimulate the vitality of innovation subjects", has determined the overall objective of constructing Xi'an National Independent Innovation Demonstration Zone and the "1235" development strategy, and is of great significance to promoting the conversion of Xi'an's technology advantage into economic advantage and accomplishing innovation-driven development.
