Top 5 key words in the draft outline of the 13th Five-Year Plan

Editor's note: The year 2016 is the first year of the 13th Five-Year Plan. What do the deputies and members of China's ongoing Two Sessions meetings focus on when they review the draft outline of the 13th Five-Year Plan?

Innovation

"After reviewing the draft outline of the 13th Five-Year Plan, I feel that China is putting unprecedented emphasis on scientific and technological innovation," said Ma Lan, a Shanghai deputy to the 12th National People's Congress (NPC) and a professor of medicine. Innovation-driven development strategy has been written into the second chapter of the draft, ranking highest among all the categories addressed. This means that China will grant innovation a core role in the country’s development.

As platforms of resources and services, big enterprises can also play a major role in innovative achievements, said Yang Yuanqing, a member of 12th National Committee of the Chinese People's Political Consultative Conference (CPPCC) and CEO of Lenovo.

Yang said that innovative achievements by big enterprises can benefit start-ups, and achievements by start-ups can be absorbed by big businesses.

Supply-side reform

Lei Jun, a deputy of the 12th NPC and CEO of Xiaomi, said that he was most impressed by the leading role of innovation and China's efforts to promote supply-side reform.

Lei said that the consumption demands of Chinese people have increased along with China's economy. Current supply-side development cannot satisfy the demands of consumers. This is illustrated by Chinese tourists buying large amounts of goods overseas during the Spring Festival holiday. Therefore, China needs to accelerate supply-side reform.

Chen Li, a deputy of the 12th NPC, said that China should put emphasis on both the supply side and the demand side in order to deal with problems in the production process.

Internet Plus

Li Lan, a member of 12th CPPCC National Committee, holds the view that Internet Plus can be a bridge between resources and innovators.

Ma Huateng, President and CEO of China's Internet giant Tencent and deputy of the 12th NPC, said that China should improve its Internet infrastructure. Facing up to the new situation of Internet Plus, China should gradually change current supervision concepts, implement supporting policies and pay extra attention to information security.

Many deputies and members care about the development of e-commerce in rural areas as well.

Opening up

"Opening up is needed to improve economic development," said Xie Shuangcheng, a member of the 12th CPPCC National Committee.

David Fong Man-hung, Managing Director of Hip Shing Hong (Holdings) Co. Ltd. and member of 12th CPPCC National Committee from Hong Kong, said that compared with the mainland, Hong Kong has more personnel who are familiar with international market regulations and laws. Fong said that China should establish an Asia-Pacific law consulting center.

Poverty relief

Deputies and members of the Two Sessions are also thinking about poverty relief. Tian Lan, a member of 12th CPPCC National Committee from Tujia Autonomous County in central China's Hunan province, said that China needs to be precise and organized when it comes to poverty relief.

The only long-term solution is to help the poor find stable incomes, said Liu Hanyuan, a member of 12th CPPCC National Committee. Liu also suggested that China should place equal importance on industry development and the environment.
