Shanghai says no to citizens' South Korea driving license

Shanghai has stopped changing the South Korea driving license into Chinese driving license. The measure is for citizens that don't have a landing certificate issued by the ROK authority, according to the vehicle management station of Shanghai traffic police corps. It means that since early July, Shanghai citizens can no longer acquire a driving license during a quick tour in South Korea and then change it into Chinese driving license in Shanghai.

It is easy, cheap and quick to have a ROK driving license; Chinese people flock to Jeju Island to get a driving license. There are a lot of intermediary websites that introduce Chinese to driving schools in Jeju Island. And the "driving license plus tour" product is very popular among Chinese people.

A Chinese student studying in South Korea said that it took him 8,000 yuan and 6 days to get his driving license. While his friend who tries to get a driving license in China has failed the test three times. He spent less money and time than his friend.

Now, Shanghai traffic police corps has closed this "short cut" to obtaining a driving license. Without a landing certificate issued by the ROK authority, a Shanghai citizen's ROK driving license cannot be changed into a Chinese one.

The landing certificate is a temporary ID issued to a foreigner with a visa granting over 90 days stay in South Korea. Since Jeju Island is visa-free for Chinese, the landing certificate is not necessary for applying for a driving license.
