Chinese diplomat introduces white paper on China's military strategy to Cambodian military lecturers, cadets

PHNOM PENH, July 3 -- Military attache of the Chinese Embassy to Cambodia Li Ningya on Friday delivered a lecture on the white paper about China's military strategy to more than 500 Cambodian military lecturers and cadets at the National Defense University here.

He said China issued the white paper on military strategy on May 26, 2015, which stressed active defense and pledged closer international security cooperation.

The nearly 9,000-word white paper, which outlined a strategy unifying strategic defense and operational and tactical offense, also underscored "the principles of defense, self-defense and post- emptive strikes."

Li said the white paper stated that China "will not attack unless we are attacked, but we will surely counterattack if attacked."

It was released in response to the evolving form of modern warfare and national security requirements.

"The white paper reflects China's transparency and confidence in this essential strategy and shows China's efforts and commitment to maintain regional and international peace and security,"he said.

"In the meantime, the white paper is vital to increase transparency in defense sector and to build more mutual understanding and trust with friendly countries."

Speaking at the end of the lecture, Cambodian Defense Ministry Secretary of State Gen. Moeung Samphan said China always respects the sovereignty of other countries.

"We observe that China always adheres to the principles of peaceful co-existence and development and actively contributes to maintaining regional and international peace and stability," he said.

Meanwhile, he also reiterated Cambodia's staunch support to the One-China Policy.

Lieutenant General Som Savy, vice-chancellor of the National Defense University said, "The white paper will provide a new concept to Cambodian military professors and cadets in their study and research on national defense strategy."

Keo Pheasy, a junior at the College of Psychology and Military Science Research, said the white paper, which described China's military strategy, focusing on the strategies of the Army, the Navy and the Air Force, and their security cooperation with other countries around the world, will be a useful document to compare between China and Cambodia' s military strategy.
