Lhasa builds up the national defense education publicity position consisted of Lhasa Martyrs’ Park and Nimu Martyrs’ Park, to make all leading cadres pay attention to double-support work and positively attend double-support work. Annual March and August are set as “Double-support Publicity Month” and “National Defense Education Publicity Month” respectively and the whole-people national defense education system is completed. Combining with the opportunities including great festivals, memorial days, and national defense education days, events including knowledge contests, literary and art performances, special exhibitions, and singing contests are organized. By media including TV, radio, and newspapers and magazines, the national defense education column is opened. In airport highways, urban streets, and tourist attractions, the labels and pictures of national defense education are built up to form the comprehensive, three-dimensional national defense education classroom. By combining the usual education with collective education and combining the popularization education with key education, and combining the theoretical education with behavioral education, the whole society’s national defense consciousness is enhanced and the enthusiasm of supporting the army and loving the country increases quickly. Every two years, a double-support work commending meeting is held, on which the cadres with outstanding achievements are rewarded.

Zhang Caigang, the commander of Lhasa Garrison Command told a group of data to the journalist: in five years, 18 municipal party leaders give more than 70 national defense lessons to all cadres in the city. More than 600 leaders above the bureau level participate in the event of “Military Day”. Two years ago, soon after Qi Zhala took the position of Lhasa Municipal Party Committee secretary, he heard that a rural ex-soldier had a hard life due to the shortage of skills. This event moved him a lot: in the army, the officials and soldiers donated their youth to the country. After they came back to the hometown, we should be responsible for their happy life. In June 2012, directed by him, the first ex-soldier skill training class was given. The training was undertaken by the famous Lanxiang Skills School in Lhasa, during which eight courses including Foundations of Computer Application, Security Skill, and Driving Skill. In a month, 70 ex-soldiers have learnt the skills.
