Due to the factor limitations including geographic environment and economic development, the national defense construction in Lhasa was once behind the time. Especially, in recent years, Lhasa Garrison Command, which undertakes the heaviest militia training tasks, positively plans the construction of militia comprehensive training base to further complete the reserve force training work. However, due to the shortage of construction land and fund, the planning can hardly be implemented. After the Municipal Party Committee and the Municipal Government knew the difficulty, they held the special meeting to study the solution. By overcoming the financial difficulty at the corresponding level, they coordinated to solve the problem of the fund of RMB120 million. On the meeting, Qi Zhala emphasized, “We shall not only ‘calculate the economic accounts’ for national defense construction, but shall also ‘calculate the military and policy’. A foresight must be needed for the base construction. The base must be sufficient for the use of future.” The completed militia comprehensive training base has complete elements and facilities and integrates with six functions such as “militia training, talent training, force preset, national defense education, material reservation, and disaster rescue”, reflecting Qi Zhala’s construction thought of “First Class in Southwest China and Leading Level in China”. In the technology comprehensive building, the militia can complete long-distance national defense teaching, basic knowledge study, and basic skill training without going out. “In recent years, Lhasa’s economic development is rapid. However, we shall never ignore the national defense construction when promoting the urban economy development. Our Municipal Party Committee and Municipal Government must insist on a view for a long time: the double-support work must be developed synchronously with the urban development.” Qi Zhala emphasized this view for several times on the meeting.

Led by the Municipal Party Committee and Municipal Government of Lhasa, the party committees and governments of all counties (districts) give the greatest priority in land and fund to the construction of national defense facility and army. Chengguan District invested more than RMB2.7 million in the infrastructure construction and hardware improving of People’s Armed Forces Department. County Government of Duilongdeqing invested more than RMB3 million in the expansion construction and standardization construction of barracks in People’s Armed Forces Department and solved the problem of more than 6,000 mu land for militia training and army expansion of People’s Armed Forces Department. Six counties including Dazi and Linzhou, with poor financial conditions of corresponding level, positively supported the national defense construction at an average annual budget of more than RMB300, 000.

In the Lhasa Civil Affairs Bureau, the journalist saw a unique Book of Objective and Responsibility, on which there are signatures of all responsible persons and detailed double-support appraisal standards. “Hang the honor card for the families of revolutionary martyrs and servicemen, scoring 0.5.” “Deliver and publicize the good news that the officials and soldiers are awarded for their contribution, scoring 0.5.” “Set the prior privilege service symbol in the public places including banks and hospitals for disabled ex-servicemen, members of revolutionary martyr’s family, and military personnel in active service, scoring 1.”… They are the appraisal bylaws and the book of objective and responsibility for double-support work of leading cadres in the city. The leading cadres with the high score are given with the reward and promoted in priority. The unqualified leading cadres are criticized publically and their promotion are delayed.

The connection of double-support effect with cadres’ achievements is based on the opinion of “a group of people” of Municipal Party Committee of Lhasa: Leading cadres who do not emphasize the double-support work are not qualified leaders and cadres in the new era. Main leaders of the Municipal Party Committee and the Municipal Government shall not only be the monitors, but also be the implementers. They shall take the lead in giving national defense lessons to cadres of the city and attending the activity of “Military Day”. They organize the party and political leaders to visit the military history museum in the military region and regularly hold the military discussion meeting to report the party governed armed forces. Thus, the national defense consciousness is deeply rooted in every leading cadre.
