To implement the strategy of maintaining the city with livelihood is to “make young people happy,” make “middle aged people successful,” and “old people comfortable”. By this way, thousands of households will share the fruit of reform and development, and the happiness index of Lhasa will rise accordingly.

J: It is said that the central No.1 documents about Lhasa in recent years are all about educational reform.

Qi Zhala: Education is the basic of the solution to problems related to peoplers are all about educational reform.of Lhasa will rise accordingly.bea small scale, which made it hard to push forward the development of education and the practice of urbanization, the municipal No.1 document in 2012 was about the pushing forward of the educational reform. The document listed out the ideas, goals, and strategies for educational development and reform, for which the largest educational working meetings were held and attended by the highest level of leaders.

In early 2012, the municipal No.1 document, Opinions on Speeding Up the Educational Reform and Development, specified the educational guidelines for schools of all levels, including primary schools and high schools, with an estimated investment of RMB5 billion. This marked the educational establishment project of Lhasa in an all-round way. The document proposed to make breakthroughs in terms of reaching the educational balance in Lhasa and establishing first-class education level among the western ethnic regions in three yearshroughs

J: The “making middle aged people successful” possibly means employment. Are there any specific procedures in terms of employment?

Qi Zhala: We will continue to improve the employment procedures in accordance with the policies, while using project construction, industrial development, and start-ups to boost employment and erase zero-employment families in a dynamic way, so that the Lhasa graduates from technical secondary colleges will find jobs.

We will also do the registration for farmers and herdsmen from 18 to 50 years old, and invest in RMB50 million each year to provide labor skill training courses for those people, so as to provide the market with integrated farmers and herdsmen that are skillful, managerial, and market-based.

J: The “making old people comfortable” possibly means pension security. What specific procedures do you have in terms of this?

Qi Zhala: We are trying to ameliorate the social security system that covers the urban and rural residents, and are carrying out the construction of basic facilities of the social security system.

We will improve both the scale and quality of social security and fulfill the promised security obligations; we will include the registered monks the available medical care and pension security, and provide free health inspection for the monks and establish their own health archive; we will ameliorate the social welfare system to make sure that more than 95% lonely old people are taken good care of; we will enlarge the coverage of basic medical care in the agricultural and pastoral regions and boost up the construction of new medical clinics on the village level. In 2013, every thousand people share 3.48 medical technicians on average. One medical care personnel is also dispatched on patrol missions in areas inside the 5 kilometers scope.

J: What specific procedures have been taken in term of the farmers, the herdsmen, and the monasteries?

Qi Zhala: We have continued with the construction of the new socialist village with the livelihood projects of the farmers and the herdsmen as a breakthrough. We are also trying to bring the eight facilities of water, electricity, road, telecommunication, gas, postal service, radio and television, and enjoyable environment to the villages, while providing security housing for the people, so that people of all ethnicities in Lhasa are able to enjoy the national policy benefits.

We have also implemented the five projects of building canteens, bathrooms, trash yard, greenhouse, and dispatching hygiene officials at monasteries of more than 20 monks, in order to increase the service level of the monasteries.
