Dalian: First Time Permission for Foreigner to Hear Congressional Session

The fourth session of the 12th People's Congress of Dalian, scheduled on February 12 to 16, will invite a foreign envoy, the chief representative of the permanent office in Dalian under the Japanese Consulate in Shenyang, to hear the opening ceremony. This is something unprecedented in Dalian

The session will continue to set up a public gallery to allow Dalian residents and officials from other provinces to hear it. And it will also, in line with the NPC that allows foreign missions in Beijing to attend it, admit for the first time a foreigner to hear the opening session.

This is a measure taken to promote local democracy and the other items included in the meeting agenda are hearing and discussing relevant reports, electing leaders and reviewing drafts of local laws and regulations.
