HKSAR Government Protects Juveniles From Poison of Porn Trash

The Hong Kong Special Administration Region (HKSAR) government published on April 19 its policy proposal for protecting juveniles from the poison of porn publications and other rubbish.

The proposal states that to determine whether or not something is obscene and indecent, one should take the following factors into account: Whether or not the methods used to tackle things like sex, terror, crime and violence are unacceptable to the general run of public figures; In terms of public moral standard, whether the service publicized in related articles is deemed unacceptable to the normal public figures in general, or deemed as harmful to people under 18.

The HKSAR Government suggested dividing things into three categories: "things unrestricted", "things to be released only among people above 18" and "things forbidden to be released".

Some documents also suggest establishing a set of methods for identifying newspapers and magazines with indecent contents. For example, there should be certain indication to be printed on each page of the newspaper for identification, and legal warning sentence to be printed on the first page of indecent publication. The proposal also covers the establishment of a porn publication appraisal committee and porn materials arbitration office.

The proposal also includes increasing fines on the release of obscene materials.
