China: Security Council Should Seek to Eradicate Causes of Conflict
The United Nations Security Council should, apart from addressing the issue of protection of civilians in armed conflict at hand, seek to eradicate the causes of armed conflicts.
Addressing the Security Council's open debate on protecting civilians in armed conflict, Chinese Permanent Representative to the United Nations, Wang Yingfan, said with its primary responsibility of the maintenance of international peace and security, the Security Council should draw upon both successes and failures in the past so as to perform its duties in a more effective manner, with a view to creating a favorable international environment of peace for all regions and countries. "The Council should focus its efforts to find solutions of the armed conflicts. Only by creating an overall favorable and peaceful environment and defusing at an early date the specific conflicts and disputes, can the effective protection of civilians be truly realized,' the Ambassador said.
"At the same time, we believe that the international community and relevant U.N. bodies should take further steps to eradicate the root causes of the conflicts by helping relevant countries to eliminate poverty, develop economy, promote national reconciliation and safeguard domestic stability," he noted. Only by these means can a fundamental solution be reached to the issue of protection of civilians in armed conflict, he added.
