UNITED NATIONS, Aug. 6 -- China is ready to promote cooperation between the United Nations and regional and subregional organizations in maintaining international peace and security, a Chinese envoy to the UN said Tuesday.
The strengthening of cooperation between the UN and the regional and subregional organizations is "conducive to advancing multilaterism, enhancing international collective security mechanism and our joint efforts to maintain international peace and security," said Wang Min, China's deputy permanent representative to the UN at an open debate of the Security Council.
China supports the UN effort to deepen its cooperation with regional organizations in better fulfilling its responsibility to maintain international peace and security, he noted.
The Security Council should encourage and support these organizations in seeking peaceful resolution of conflict through dialogue, consultation, good offices and mediation, said Wang, noting that "at the same time, actions by regional organizations should be in line with the principles and purposes of the UN charter and any mandatory action should be in accordance with the provisions of the UN Security Council resolutions and as mandated by the council."
Cooperation between the UN and regional organizations should help maximize their respective advantages, better complement and facilitate each other's work and avoid overlaps and conflicts, Wang added.
The envoy also suggested that besides existing dialogue and consultation mechanisms, "flexible and practical collaboration mechanism may be actively explored with regional organizations according to their institutional structures and functions in view of the real needs of a particular situation."
Enhancing the capacity in the regional organizations to deal with security threats and challenges is an important means of effective conflict prevention, Wang said, citing the African Union as a positive example in settling local hotspots, pushing forward peace processes and promoting post-conflict reconstruction.
The UN should provide more assistance to such regional organizations in personnel training, institutional building, logistics assistance and financial support, Wang said.
"China attaches great importance to the unique role of regional and subregional organizations. We will continue to support these organizations in their proactive efforts to maintain regional peace and security and promote a common development."
"China is ready to join the international community in pushing forward and strengthening the cooperation between the UN and regional and subregional organizations in maintaining international peace and security and creating a more secure and prosperous future," he said.
