Shortly after Chinese President Xi Jinping first met with his U.S. counterpart Barack Obama at the Annenberg Retreat, the fifth round of the China-U.S. Strategic and Economic Dialogue (S&ED) started on Wednesday. It is the first bilateral strategic and economic dialogue following the presidential elections in both countries.
This round of S&ED features three key elements:
Firstly, S&ED has a double focus – on the economy and on strategic issues - which is conducive to balanced development. Not only will this contribute to Sino-US mutual benefit and strategic trust, it will also provide a direct line of communication addressing the “Asian Paradox” described by South Korean President Park Geun-hye - where Asian countries become dependent on the U.S. in terms of security and on China with regard to the economy. As the U.S. adjusts its strategy in the Asia-Pacific region, the question how to forge a positive framework for interaction between China and the U.S. in the region becomes ever more pressing.
Secondly, S&ED features both a long term perspective and the will to deal with concrete issues. Under the mission of forging a new form of relationship between great powers, this dialogue undertakes to imbue every aspect of Sino-US ties with a spirit of non-conflict, non-confrontation, mutual respect and win-win cooperation. It is also dedicated to enhancing cooperation and properly handling differences as well as promoting mutual trust and maintaining stable and healthy development of future Sino-US ties. In the long run, the spirit of our times and the principle of the dialogue between the two countries demand that China and the U.S. interact with and influence each other to build up this new pattern of cooperation between super powers.
Thirdly, S&ED commits to a comprehensive agenda that serves the overall interests of both participants. S&ED is the highest-ranking inter-governmental dialogue mechanism between China and the U.S., covering the broadest range of issues and involving the largest number of departments and sectors. S&ED is aimed at discussing exhaustive, strategic and troublesome issues in the development of China-US ties. Both countries need to get accustomed to each other and accumulate trust if they are to work together to create a better future. Such an approach can lead China and the U.S. to reach a strategic understanding and consensus.
The economic relationship is the foundation stone of the new China-U.S. relationship. The theme of this dialogue is building a China-U.S. economic partnership of mutual trust and win-win cooperation. We hope that this economic dialogue can help enhance mutual China-U.S. trust at a strategic level, establishing a base on which problems and conflicts in the rapid development of China-U.S. economic ties can be handled effectively, exploring new themes for cooperation, and lifting China-U.S. economic ties to a new level.
In this S&ED economic dialogue is the base, and strategic dialogue is the guideline. S&ED focuses on coordinating the domestic and global strategies of both China and America. Sino-U.S. strategic cooperation in the denuclearization of the Korean Peninsula will create a positive atmosphere for strategic dialogue. We hope that both countries can reach a consensus on major challenges such as cyber security and the South China Sea issue, thereby opening a new horizon for bilateral ties.
