Five-year plan issued for better Party rules

BEIJING, Nov. 27 (Xinhua) -- The Communist Party of China (CPC) will establish and amend a set of key rules within five years to improve its internal management and supervision, according to a guideline issued on Wednesday.

The five-year plan on the formation of intra-Party rules, the first of its kind since the CPC was established in 1921, is a strategic project to build a sound regulatory system and enhance the Party's scientific, democratic and law-based governance.

Under the guideline, the CPC will clean its current rules, some of which are old or inconsistent with each other, and establish new ones that are urgently required as Party or national conditions have changed.

With five years of efforts from 2013 to 2017, the CPC will have a better regulatory system covering the Party's leadership, theories, organization, work style, anti-corruption efforts and intra-Party democracy to "lock power in the cage," according to the guideline released by the CPC Central Committee.

The formation of CPC rules must conform with the country's Constitution and laws as well as the Party constitution. Democracy should be promoted so that the rules reflect the will of party members, the guideline said.

It added that priority should be given to the formation of key rules that are urgently needed.

By 2021, the 100th anniversary of the founding of the CPC, the Party will complete constructing a regulatory system featuring scientific content, strict procedure, completeness and effectiveness, according to the guideline.
