Chairman of the WADA (World Anti-Doping Agency) John Fahey in China said during an interview with the reporter of Agence France-Presse during China's Spring Festival that: "China is still the main source of stimulants". This is the second time WADA has made such a statement after Director-General David Hohmann said "99 percent of illegal drugs (stimulants) come from China" during the routine briefing last week.
In fact, the statement of David Hoemann that "99 percent of illegal drugs (stimulants) come from China" is not quite accurate. The accurate statement is that "most of the raw materials used to produce illegal drugs come from China". When major stimulant cases were uncovered before the 2008 Beijing Olympic Games, suspects confessed that "the main raw materials come from China", which was the first time for WADA to have publicly pointed out that "China is a major exporter of raw materials for illegal drugs."
Science and technology, especially biological sciences have been developing rapidly in recent years, making the development and circulation of illegal drugs increasingly hidden. The main reason for the proliferation of raw materials to produce illegal drugs is the insufficient food and drug supervision and management mechanism in China from years ago. The fight against stimulants required the joint operations of the Food and Drug Administration, the Public Security Department, Customs, and other institutions.
China Anti-Doping Center, established in 2007, mainly operates against the use of illegal drugs in the field of Chinese sports and does not have adequate authority or capacity to combat illegal pharmaceutical fabrication and propagation involving high technologies. The raw materials problem they mentioned this time is very complex. There have been cases in China where raw materials were purchased and processed in China before the drugs flew overseas through the Internet or postal channels. Such linked crime chain is beyond the control of any single domestic administrative department.
Admittedly, China's General Administration of Sports has been constantly intensifying its effort to crackdown on stimulants, with evident effectiveness repeatedly affirmed by WADA itself. The frequently used stimulants in the sports community are different from narcotics and require more effort in preventing as well as cracking down.
